should my machinist have used a torque plate?
Like it says above,I am having issues with my new Forged 382 using oil and pushing coolant(but not running hot) .It seems to use a 1qt. to a 1/2qt. while driving semi agressive.It also has a little vibration and it feels like it misses. Do you guys think this is not from using a torque plate??

According to Sunnen, the only way to get a bore that is not deformed is to use a heated torque plate. Even a regular torque plate will distort the bore somewhat.
And as the previous poster said, GM does not use a torque plate.

I feel that the block should have been machined with a tq plate regaurdless, but I dont think its the cause of the problems your having. Its no secret that big stroke motors use more oil, as to how much, I have no clue. As for the coolant that sounds like a head gasket issue.

Blocks were bored for many decades before torque plates were suddenly discovered and even then it took another decade before they came into common usage. Our engines ran just fine without using them. I think your problem lies somewhere else. It sounds like a head gasket problem to me.

you might wanna retorque your head bolts/studs. mine "pushed" water when it was new and i sprayed it, retorqued the head studs and fixed the problem. (yes i torqued them right to begin with).
the oil issue is probably just the nature of the beast, these motors are known for having the issue and the long stroke & small bore really doesn't help with the matter.

They say that the Oil consumption is due to valve seals with my new patriot 5.3 heads. When they pulled the heads off their was a pool of oil on the valve. As for the antifreeze?????? They could find no reason for the issue. They are putting it back together and I guess I will see how it does. The cylinder walls had visual scrapes in them but when I ran my fingernail across them I could not feel them.
