Default Steering rack removal??

I have read the ls1howto on heads and cam swap for C5 vette. I am not going to remove the oil pump nor am I going to replace the timing chain as I only have 18,000 miles on the motor. Does the steering rack have to come off to get the front cover off or does it have to come off only if replacing the Timing chain and or oil pump? This is my first mod on an LS motor and I want to make it as easy as I can and not do extra work, so I am asking questions on what I am not sure of before getting started.
Thanks for the help in advance,
Don
