Default Larger displacement and emissions?

Looking at possibly building a 383 here in CA. It is sort of known that a 224 cam is the limit to safely pass the sniffer. Now that I'm increasing displacement from 346 to 383 can I possibly go with a larger cam and still pass?

I want to utilize the new set-up as much as possible and not choke the motor, especially on the top end.

Sometimes it sucks to live in CA.

from what i understand, a 224 will put out less emissions in a 383 than it will in a 346.

werd. emissions are measured in ppm. think about it...
