Default Lifter plunger travel stock vs. GM HP lifters

Are you supposed to be able to push the stock lifter plunger down at all? I have tried and tried to do this but the stock plungers will not budge. I became concerned only because the new ones move very freely.

I guess my concern is that maybe my new lifters are the wrong ones?

Before or after you cleaned them and soaked them?

The new ones? Well, I just cleaned them today, then pumped oil into them (didn't "soak"), I used an old long spout style oil dispenser to pump them up. I can still push the plunger with little to no effort.

I'll go ahead and soak one, but I don't see how that would benifit more than the direct injection of oil into the oiling hole.
