Default Crank bolt torque specs

I know factory is 250 foot pounds. LS1howto.com says 200 is fine and never had a problem. If my torque wrench goes up to 150 is that sufficient? or will the pulley walk off the crank snout?

Should I just use a breaker bar maybe and get it as tight after 150 as I can?

The torque spec on the new bolt is not 200 or 250, it is a rotation after a pre-torque. First, the old bolt is used to tighten to 250, then it is removed and the new bolt is installed and tightened to a low torque value and then rotated 140 degrees. Do you have the actual installation procedure?
