If #2 cyl is at the top of the exhaust stroke, what cylinder is at TDC compression?

Question If #2 cyl is at the top of the exhaust stroke, what cylinder is at TDC compression?

Is it #3?

I thought #2 was at TDC to check my PR length, but the exhaust PR is coming up two turns shorter on the checker than the intake PR. I'm figuring its not at TDC compression (like it needs to be to check the PR) but at the top of the exhaust stroke. I just can't believe that there's .10 difference between the two.
