Not hard at all. Pull off the old ones with some pliers. Put the new ones over the valve stem shaft and push them down as much as you can. Then take a deep-well 12mm socket (there is a tool for this but the socket wrked like a charm), sick it over the valve stem shaft and lightly tap the seal down with a hammer.

Just buy the 02 seals that combine the spring seat and the seal in one piece and let the springs push them down. They are only a couple dollars more than the 98-01 seals. Be sure and remove the old spring seats before you install the new seals.
