Sorry, I am a little confused. Why do you want to mount the 99+ coil mounts to your 98 valve covers?
I don't think the bolt holes in your 98 valve covers that originally were to mount the coils directly to will be able to attach the 99+ coil brackets.
Now, if you are installing the 99+ heads on your 98, you will need the 99+ center mount valve covers [and] the 99+ coil mount brackets since you cannot bolt your coils directly on to the 99+ valve covers like in the 98 installation.
BTW, coils are all the same for all year models.

Here's what I've got. Have 2000 SS and am getting a set of 98 heads/valve covers.
This is my guess of how I hope it will go.
The 98's bolt individually, the 00 bolts to a "rack" and then to the valve covers. So even if the "rack" holes don't line up, I could drill new holes in the rack and be fine. Seems like it will work in theory to me... now just can't wait for my new heads to get hear!!!!

I guess you could drill new mount holes in your coil brackets, but, why don't you just bolt your coils directly to the valve covers and be done with it?
The injector wire harness between all the years appears to be the same. In fact, I have a 98 TA with 99+ 5.3L heads and LS6 valve covers. I needed to purchase the coil mounts, but am using my old coils and original injector wire harness.
Just seems to me your going about all this the hard way.
