for a '99?

that seems fairly low to me. is this correct?

It has been a long time since I looked at stock, but as I recall it was low 7s. The 01 and 02s had a higher DCR.

i've read it was 6.98. are you sayning low 7's as in 7.1/7.2????

anyone else know what it is?

01-02 came with a smaller cam, so how would it be higher?

Smaller cams means that there is more time to compress the mixture in the cylinders. Larger cams reduce DCR, it is all about valve timing events.

Define smaller: Duration or overlap?

The 02 has an earlier IVC than the 99 cam. That is the main reason it has a higher DCR.
