Default head bolt in block

bought theis from a guy and the bolts broken off about 2 inches into the hole

he said they were tq it down and the wrench never clicked so they went till it broke...then they preceded to drill it out and miss the center at a slight angle and stopped just before it hit the side of the block....

ive got a question...
1 how much room is there after the bolt ""should"" be torqued down in a ls1 block (trying to make sure that when i drill through there will be a gap between the bottom of the bolt and the block underneath or that the bolt isnt bottomed out)
this is so i know if/when i drill it there will be no tension on the bolt

I would just measure the depth of an adjacent hole and make sure your drill is slightly more shallow than that, no?
