Default Whats the best way to address blow-by?

I seem to have a little of this. I had the car tuned and was getting alot of KR. We pulled the plugs and there is some oil on i think it was cylinder #4. I just replaced the valve seals, so i dont think its that. I hope its not rings. He said the car was reverting to the low octane tables. Whats the best way to go about trying to get the oil of the plugs? An evac kit? Catchcan? Whats best and any drawbacks to each?

Sounds like time for a leakdown test to see if it's bottom or top. Proceed from there.
