Are the PAC 1518's a dual spring? So I can use the stock seats and seals with the 1518's?

No, they are a beehive design (not dual) with a surface treatment for extended life. Make sure you use the correct tools for installation.

I rent out the Crane Dual spring tool...perfect for the job

Yes you can use the stock seats and seals and retainers. I think Crane makes a spring as well, so you have choices. I sell the PAC's.

If you need to rent the tool I'll cut you a deal on the rental fee as well. I offer a complete cam swap tool rental with the Crane dual spring tool, jpr rods, air hose/spark plug adapter for holding the valves up, pulley install tool from hawk, I have a pulley removal tool for aftermarket small pulleys as well( the 3 screw kind), and a Comp cam pushrod length checker. You pay shipping and deposit, rental fee is $40 for two weeks.
