Two questions, GM manual specifies heli-coils. Second, doesn't the time-sert have a flange on top and won't that interfere with the head gasket?

The Time sert system is stronger than the Heli coil, because it is solid. The time sert requires a drilling jig to properly set the thread insert in place, this ios the expense of the unit. They seem to be specific to the engine, and are pricey. It will get the job done.

I purchased a Northstar Timesert kit on Ebay and saved quite a lot.

I found a heli coil kit for 85 bucks at a local hardware store, you might want to try that route.
