installing timing chain stabilizer

Default installing timing chain stabilizer

what is the correct way to install the timing chain stabilizer. specifically i am talking about the long plastic piece. the top part is basically a claw shape and the bottom is a hole. it seems like you have to put the pin thru the hole and push down on the plastic piece for the claw shaped part to grab onto the metal, but no matter how much force i put into it, it doesn't seem to want to go.

i had it installed just like in this picture and i believe that is the correct way:
