Ls2 swap from gto with no spark / weird fuel injector voltage

Ls2 swap from gto with no spark / weird fuel injector voltage I posted in the hptuners forum regarding this, but am posting here in order to get some more eyes.
We're using a wiring harness/computer/manifold/gas pedal/injectors/etc from a manual 06 GTO. The only thing that isn't is the short block and the cam sensor (we did the cam position sensor wire swap and it is showing readings in hptuners.)
I have removed vats and what I believe are all of the dtcs related to it. The engine cranks and runs the fuel pump but there is no spark. We have checked the coils and they have 12v.
Hptuners shows rpm while cranking and shows pulses on the inj. THere are no dtcs shows that should cause it not to run at least I think so.)
We just checked the injectors and with the key on, they read 12.8v. Doesn't this seem kind of high? My ls1 injectors read ~6 with the key on.
We're running out of ideas and are almost read to try my ls1 wiring harness / computer that I know works.
