EVERYTHING WAS GOING GREAT UNTILL I WENT TO PUT DAMPER BACK ON I HAVE A INSTALLATION TOOL STATED OUT PUTING DAMPER ON CRANK THEN PUT TOOL ON STARTED PRESSING ON GREAT THEN IT LOCKED UP TIGHT! AND I MEAN TIGHT. IT WENT ON ABOUT 3/4 OF THE WAY.. I THOUGHT MAYBE ITS ON ALL THE WAY BECAUSE I DELETED THE VVT AND MAYBE THE NEW COVER WAS SHORTER THAT THOUGHT WAS WRONG SO I PULLED IT BACK OFF DID SOME MEASURING AND MADE SURE THERE WASN'T ANYTHING ON THE CRANK OR DAMPER THAT WOULD CAUSE IT TO LOCK EVEYTHING LOOKS GOOD SO I NEED YOUR HELP HERE .

Are you sure that the nut on the installation tool is doing the pressing and not the threaded rod moving into the crank? Proper use is hand-tighten the threaded rod all the way in the crank and then exclusively work with the nut. I would stack a few more washers/spacers under the nut and see if you get further. Also make sure the crank snout and pulley inside are clean, smooth, and free of any debris.
Good luck.
