I keep on seeing Threads and Posts for The Crate Engine Price, but what about the Bare Block Price. this would be a nice thing to have as it would eliminate the Need to MID an LS1 or LS2 block.

The only thing I'm wondering about is if it still has all the features to use it without Dry-Sump Oiling?

I doubt you will see an ls7 block for a very long time. They will want to keep it special to preserve the value of the hand built engine, ie more sales. Me, I'm going for the MID, it's got strong liners, better cooling and I can replace them if I need to. I want to use a wet sump which should be possible.
