Default Oil support rails?

I am building a 408/L92 and have a set of Mahle -12cc 4.030" 1.10ch pistons that i am getting ready to install. While I am filing the rings i am wondering what these oil support rails are for and if i should install them. Please inform me why these are to be used and if i should use them on my setup. I am assuming they go under the bottom oil ring but correct me if i wrong. Thanks

Yes - they go under the bottom oil ring because the pin bore cuts into the ring support.
