Default When to use oil restricted push rods???

I vent my valve covers on my 403 L92 build but I seem to push a bit of oil out the valve cover venting at high RPM. My PCV system is in place. I wondering now if I'm just putting too much oil into the top end. I'm not using any oil and the leak-down and compression tests are great. I think it's just too much oil up top.

When are oil restricted pushrods indicated?
