I think I answered a question like this recently, or
rather guessed at possibilities, maybe on another
forum. So what was the cause?

well when i unplugged the connector i was getting 10volts, plug it back in then i would so 6.2... so i traced the wires back to the PCM and checked my pinouts and found that the 5v reference was in a pin that *isnt used* so i pulled it out and put it in pin 8 and i got my 5 volts not sure how that wire ended up in that pin but it works now.. i have modified the loom so must have put it in there by mistake
