rear defogger tint problem

rear defogger tint problem it looks like on some of the lines across the back the tint is burned. has anyone had this problem. is this the peoples fault that put in on. help me out thanks. 
also there a like 4 little bubbles with black dots in the middle of them. should i make them redo it. i have 35 all the way around.
