Spray a strong/safe (fine balance there) rim cleaner, let it soak, rinse off then use a very clean towel or mit to get the rest of the dirt with soapy water.

I'd use:

Eagle one A to Z cleaner (sold in any auto store)
P21S (mail order)

I use cloth baby diapers from Babies R Us. Wash them a couple times before you use them.

You can get those wash mitts at Autozone, Lappens etc... just keep one clean that you'll only use for rims.
