where can you actually get your windows tinted below 30%???

where can you actually get your windows tinted below 30%???
I am in the Plano/North Dallas area and every shop I call will not go below 30% because it "won't pass inspection" or it's "illegal"
I'm a licensed state inspector and the DPS hand book says 20% is the legal limit to pass inspection and in the class our instructor told us it was really 'up to the inspector' hence factory glass is tinted somewhere around 2-3% already. So even if it read 18-19% we could legally pass the vehicle.
I'm getting frustrated because all my car buddies will give me some recomendations and I call them and no one will tint below 30%.
Does anybody have ANY advise on where i can just simply walk in and get what I want from a tint shop?

plenty of places in houston will do it.
i guess the places telling you NO are just trying to cover there ***. can they get in trouble for tinting them below the legal limit? I would not think so. you can have any tint on the car you want, you just cant drive it on public roads if its not legal.

Most of the guys I've talked to say they won't do it because of the state laws, and they just want to cover their *** as if I'm a undercover agent or something lol.
Granted, this has all been over the phone, they might be a little more careful on their phone conversations versus me going in there with the cash in hand saying I want 20%.

i dont think a place can get in trouble for tinting your windows at say 5%. there is nothign illegal about it untill you start driving on public roads.
I can park my car in the driveway and paint my windows black and thats 100% legal.
does anyone see anything wrong with that logic? am i missing somthing?
the only problems I can think of may involve "intent"

Go see the shop your friend recommended and i'm sure they will get you taken care of. Of course they are going to tell you NO when you "Call"...

That's what I was giong to say. Pretty much any place in Houston. Both times I've had a car tinted, I've had to tell them I want it legal but they kept trying to convince me to go darker...

he did 25% on the sides and 15% on the rear in a Luminar Tint. He went all the way up the rear hatch also with no issues covering the dot matrix dots...
