Appearance & Detailing - 16" vs. 17" wheels; which is faster in the 1/4?

Assume a mostly bolt on ls1. Both tires wrapped in a drag radial. Keeping everything the same, which tire will run the faster et? mph? How big of a role does the rotating mass play?
