Dynatech Vortex Insert Cones anyone use these? I see alot of people wanting to make their true dual setup quieter, maybe these would work?

We get decibel tested here in Germany and have a maximum dB of 95. I was tested before and after using the cones and found that the dB only wnet down by 2 with 2 of the cones in! Not a whole lot of help there.
