why is this being spamm'd to the NW section?

Many members only go to the regional sections. If it were not posted there it would not reach many of the members, some of whom will end up getting in on this deal who would not have otherwise seen it.

I have certainly seen many other threads that I would consider spam, as a sponsor we are paying to have the opportunity to reach the customers and extend our offers.
