Default Possible for diagnostic port to go bad?

Me and a friend of mine were going to hook his scanmaster up to my car today but when we plugged it up it would not come on.we also tried hooking up a tool that reads just ses codes and it would not come on either.what could be causing this?could it just be a bad wire?is the port fused?any help would be greatly appreciated

Check for a blown fuse.

whats the fuse labeled as?i looked at all the labels and did not see anything that seemed like it would be for the port
