As part of this inspection, all vehicles will undergo a gas cap check, a visual inspection of the emission control devices, and a test of the chemical components of the vehicle's exhaust. This last test is more comprehensive in the New York metropolitan area, where it is referred to as the "high enhanced" emissions inspection. Outlying counties conduct the "low enhanced" emissions inspection. No matter where you live, the following emission-control devices will be examined if they were originally built into the car:

* Positive crankcase ventilation system

* Catalytic converter

* Fuel inlet restrictor

* Exhaust gas recirculation valve

* Thermostatic air cleaner

* Air injection system

* Evaporative emission control

Get a set of
Emmisions shorty headers (JBA, edelbrock)
2.5" SLP replacement Y-pipe
free flowing catback
Lid (w/ airtube if needed)
224R cam
P&P the stock heads
LS6 intake (mod for EGR tube if needed)
P&P TB
Killer tune

~420whp (+/- 10hp)

That should do it and keep you emmisions legal. It is a proven combo here in Cali. it will not net 450 wheel HP, but you can always toss on a little 75hp shot of nitrous and be good to go. If you are stuck on that number Forced Induction is the only way to go and stay legal. Prochargers will easily get you there and remain legal, It's just gonna cost a lot more.

thanks. I already have everything but the heads, cam and tune. 450 hp is just a number I picked. I'd be happy with 420. Would long tube headers add anymore HP over the shorty?

Yes, LT's will net you a lot more hp. IMHO, shorties are not worth it. If you do a search you will see why.

I switched from MAC mids to QTP LTs and noticed nothing below 4k, above that it pulled a little harder, but barely noticable.

It'll be tough, but around 400 is probably where you'll start to max out. TR 224 cam, ported LS6 heads milled, longtubes with performance cat's, and a F.A.S.T with the EGR hole cut out to run the tube in can net you around the 400 mark and be emissions compliant.
