Default bigger wheels/power loss?

on average how much power does going from a stock 16" wheel with a 245 to a 17" with a 315 cost ya? i raced a buddy of mine (01 t/a 6 speed with bolt ons) when i was bone stock. he got me by only about a car and a half. well now that i have my exhaust on and 4.10's along with the bigger wheels he still beat me by about the same amount. would the bigger wheels take away from the 4.10's that much?

Heavier wheels do add rotating mass, gears only help on the launch. Dump the clutch a 1K higher and you’ll have your car length.
