I think My OBD2 port is bad

I tried to get my car smogged but the smogger couldn't hook up to my car. Additionally, I cannot get my tuner to hook up anymore. Do the OBD2 ports go bad? Anyone have this happen to them?

Cigarette lighter work? Check the fuse if not, I believe the OBD2 port and cig lighter are on the same fuse, if it's blown then it won't connect to any scanner, happened to mine once.
