can ported maf ends cause this?

can ported maf ends cause this? when i slow down to a stop the car likes to keep the rpms up around 1000 for a few seconds then goes down to the normal idleing speed, and also the car likes to speed up by itself after i let of the brake and roll for a second, can porting the maf ends cause this?
