My face vents have had this problem when its cold outside sometimes. It took them 10mins to start blowing air out of them and it made hissling sound whole time till it started working the floor and Defrost work. Works perfect in summer time.

could be a vacuum issue with the vacuum lines for the settings behind the climate control panel

definitely sounds like a vacuum problem, have you checked to see if its only the face vents or are there problems any where else
