I guess it depends, does he mean the engine harness, chassis harness, both?
If its just the engine harness, it's not difficult and shouldn't cost you more than 200 to get a new one. You could swap it in a half an hour and have a good car. But be weary of buying a car that doesn't run!!!

If you could get a hold of them easily and cheaply and you were capable of swapping the harness, then yes, it's a great deal.
