Pro Mags have been known to have a little noise.

Not real noisy, but a little bit more than stock. I've used the pro mags and I could hear a little noise with the hood up, but with the hood down, couldn't hear anything.

Roller rockers are noisier than stamped. That is why the LT4 Vette with it's stock roller rockers got composite valve covers, to dampen the extra noise.

If properly adjusted, they should only be a little noisier than stock, now if you hear tapping on the valve covers or clanking, that's a different story.

Actually dialing the adjustment with the motor running is more accurate and consistent.

...as a matter of opinion...

Engine on or off works just fine. It's more of a personal preference.
