Default 95 A4 PCM just fried - how to swap?

my friend lost his while doing a HPPIII flash.
Programmer says "program error no data - need to retune" and the car won't run, SES light blinking etc.
when he finds a used PCM, what's envolved to get the car running? then the VIN won't match during an emissions test, right? how to get around that?
how specific must the new PCM be regarding car/year/options?
any help is welcome, thanks

95's are OBD1, don't worry about the VIN, it doesn't matter, emissions at most is a tailpipe test, plug in emissions starts with model year 1996.

He needs to get a PCM from a 94-95 Caprice, Impala, Roadmaster, Fleetwood, Camaro or Firebird (but not a V6 camaro or bird, 4.3 V8 caprice is ok though), plug it in, and flash it with a stock file for his car. Also, on the case, there is a small cover held in by 2 screws...take that off the original PCM and the replacement, and swap the ECS module behind it from the original to the replacement...before or after flashing, doesn't matter...but it's easier/possible before the PCM is in the car.

ok, but we have nothing to "flash" any tunes.
so - what PCM will swap right in his 95/A4?
maybe he'll get another HPP later to again change the gear ratio setting only
