The cooler could help but also and I may be incorrect but i think there are also a difference in shift tables between hot and cold also.

The hot table won't take affect until 266* TFT.

Whether the lack of a Cooler is the problem or not, Do yourself a favor and put one on.
Heat is the ememy to any Auto, esp. a 4l60e. There easy and cheap enough to install.

I would begin with monitoring the trans fluid temp
(scan tool, you can scan with borrowed gear even
if not licensed) just so you know what's what.

Some trans control stuff (like force motor current)
varies with temperature and if there're latent trans
problems, might end up on the wrong side of the
needed shift pressure or something. Especially if
they were messed around somehow. Or maybe
there's an internal leak, bad seal or something,
and the job gets done when the fluid viscosity is
high (cold) but it loses too much pressure at the
business end when it thins out.

If you could get the tuner to compare all of the
trans, temperature-related tables to stock and
see if any changed, that'd be a sanity check too.
