80psi fuel pressure at idle, bad regulator?

Default 80psi fuel pressure at idle, bad regulator?

This is for a buddys car. Its a 98 Z28, has a Walbro 255 intank pump, and I believe 42lb injectors. He bought the car from a member here, knowing that it needed some work. One of the problems is that one bank is running way to rich. Checked the harness, replaced the 02, and still running rich. He hooked up a fuel pressure gauge that mechanics used and it read around 80psi at idle. There isn't any type of aftermarket FPR on the car..So we are thinking that the regulator in the fuel tank has gone bad. Does that sound right, or are we overlooking something? Thanks
