just what the title says do you think this would be a good setup and will i need a tune?:

Ceramic Coated Pacesetter Headers
Pacesetter Off-Road Y-Pipe
Hooker Aerochamber Catback
QTP Electric Cutout welded into the I-Pipe of the catback

and what power do you think this would add with my mods?

I think that's a good setup and i would say you'll get about a 20 or more hp gain out of it.

You might want to skip the cut out unless you want some loud noise. The hooker is one of the best flowing CB's and a cut out will only get you a few more hp.

I agree this would be a good setup dont worry about a tune though and definetly dont get a handheld tuner they are garbage...once you start getting into heads/cam or fast intakes that when you need to worry about a tune....good luck!
