twins are better, you will have less lag then a single turbo if it is set up properly. but twin turbos are more costly then a single and slightly more complicated.

To many varients.... how big of a motor? what trans?? what size single? what size twins..??

Track only??

Your APS setup would be awsome for a street strip car..... a single 88mm is awsome for a street strip car..... a single 106mm is an awsome and very fast strip car... as fast or if not faster then twin 76mm turbo's.....

lots of different things all pending on the goal and duties of the car......

That statement is not true.
Read Corky Bell's Maximum Boost book it explains it in detail that a properly setup single will work just as good or better than twins.

General idea is that your motor will only have a given flow of exhaust from it to spool given turbo(s). A big turbo does take longer to spool than a smaller turbo with equal exhaust flow. Now when going twins you have half the exhaust flow but you are not halving the turbo size (rotating mass).

Not to mention;
-twice the parts to buy (wg, turbo, intake & exhaust piping, oiling etc)
-more complicated (twice as much to fail)
-normally heavier (not only w/g and turbos but think about 2 dp's and intakes and ic pipes)

But yes having and seeing TWO turbos does sound so much cooler than just a single.

Street or pure drag car?

No one mentioned tuning! I think tuning twins might not as easy as single, not sure though.
