headlights on/ gauge lights off wtf ????

headlights on/ gauge lights off wtf ???? If I turn the head lights or even just the running lights on, then the interior lights will go off. My gauge lights, radio lights, and my odometer screen light all go off. Now when i have the ignition on everything is normal. The odometer screen lights up and my warning lights all work.
I pretty much checked all the fuses on the inside fuse box. everything checks out ok. Any good ideas. ?????
