Can you delete the rev limiter with one and delete the codes?

You cannot delete codes, but Diablo can build you a tune with the codes you need deleted...and yes you can adjust the shift points.

The reason I'm asking is if I want to get a SS3600 stall..I don't want to have to tune it at a shop if I don't have to.
