Default Sanding for CETA-rear bumper

So I have started the sanding of the bumper, but I am confused on how deep to go. I know I need to get through the clear coat, but do I need to get through the original paint and down to the old primer or what?

No need to sand off all of the clear, just enough to make a good mechanical bond.

Red scotch brite it untill it's not shiny any more. No need for primer unless for some reason you sanded through.
