IIRC CMS built a 40? for a cutomer with a 224 cam that would pass smog, not really easy without nitrous, turbos or more cubes.

Very possible. Based off a P1SC Procharger build with a stock exhaust friendly cam - maybe even ported heads. Shouldn't be very hard at all honestly. Especially with a forged bottom end. Would be an expensive 4-500 HP but you would be 100% smog legal.

In NV both of my cars "pass" smog with flying colors. 2 min w/ hptuners, crusie to the Smog hut, 2 more min with hptunners and its all good!

When i pulled into the indoor one w/ the TA the guy just laughed and me and asked if it was even street legal. The whole building was rumbling. Not one code for smog came up.

The P1SC was smog legal but the D1SC I have now is not. I made 502 RWHP and passed smog with a 218/224 cam, ported heads, mac mid lenths with random tech bullet cats, P1SC and an Eastside performance tune.

I make 419/382 w/ a 224/228 114 cam and cnc ported 243s. The only thing not smog legal on my setup is the kooks long tubes. Ill pass the sniffer but not the visual. Just need to find the "right" smog shop.
