Default Is my blow off valve stuck?

I made a pull yesterday..and in 1st gear..i saw very low boost..once i clicked into 2nd i noticed it picked up a few pounds and ran better. I noticed my vaccum is at 20 as well.. what could be the problem? How do you check a blow off valve for proper working order? This just started yesterday. this is on a sts turbo set up, with a th400 tranny.
