Default Corvette regulator filter question

Did a search and can't find the answer I'm looking for. The Corvette regulator filter regulates the fuel pressure at 59 psi. is this correct ? Thanks

In Theory 58 psi although many things can affect this. mine runs at 55 -56 at idle and closer to 60 at WOT

Can you pull from the filter/reg? Like haveing the filter before the pump?

Fuel pressure should not fluctuate.
