Ok, I've run into this a few times now.

Sometimes if it's raining a lot and I drive over a puddle that is more than like a little water, my car will just completely cut off. If I turn off the key and just wait for a minute or two then turn it back on it will start up. If I try to turn it on immediately after (without waiting a little bit) it will not start.

Is this something like water getting on the opti or something else?

Opti is first thing I would look. check to see any dirt or moisture or even worse crack.
