I think it has most to do with exhuast design. I ve done some diliberately to get more sound. The trade off is performance though. The whistle is from the turbines twisting of the exhuast flow. The rotation is not good for exhuast flow but sounds cool. There are several ways to break the twist though and get better flow, which results in less sound.

The only time I hear mine is when the BOV pops off. I have asked people out side the car, and it makes a rush sound, but a distinct jet whistle. 5" open DP. with about 18" of WG dump to atmosphere 60mm TiAL on a GT47-88

On a buddies set up we tried 3 different turbos, all with the same wastegate to atmosphere, 3" exhaust with a dynomax max flow and bullet before it, spectra short filter
Loudest - T76 w/ .96 A/R - aka the screamer lol.
Mid - T76GTS w/ .96 A/R
Stealth - TC76 w/ .96 A/R
My TC78 is very quite, 30-40% throttle, and inside the car sounds like radio interference, outside you just hear air moving and the exhaust tone. WOT you hear the wastegate (open to atmosphere) and some more loud rushing air sounds.

I can hear my twin 70mm turbos and 50mm BOV over the open downpipes right now. Cant imagine what they will sound like when I button up the exhaust this weekend.
Wastegates are routed into the exhaust, no filters just screens

Mounting location will make a huge difference to, I know that a turbo under the hood is much quieter than a rear mount. My rear sounds like a big banks diesel truck when it spools up. Everyone for 3 blocks hears it coming.
