Fun Speedo Issues....any ideas?

Fun Speedo Issues....any ideas? So My 93 has one issue. The speedo shows I'm going 10-40 mph when I'm standing still. Weather the caris in park or in gear the speedo registers a speed while not moving. Now I've already tried the speed sensor, and even a cluster. Unfortunately neither of these have cured the issue. Anyone have any ideas?
