Default Pumped up Lifters - Questions ?

Greetings,

I bought a set of new lifters from a member on here. They were from a new LS6 crate motor. They appeared to be soaked in oil before I received them.

Questions:

1.) Is it normal for lifters to build so much pressure, where it's not possible to push the plungers down ?

2.) Is there a way to release the pressure ( bleed down ) so the lifters can retract ?

3.) Are new in the box lifters able to have thier plungers pushed down ?

4.) I thought it was proper practice to soak lifters in oil before an install...
Is this correct or incorrect ?

5.) Wouldn't it be easier to install the rockers, pedestals and pushrods without the plungers being stuck open, thus not soaking the lifters in oil ?

Thanks for reading my post. Any help will be greatly aprieciated.
