Newb question about tie rod.

That is a grease fitting. You can buy a mini grease gun for about $10-$15. Then I'd buy some quality green, or marine grease. Add 2-3 pumps to that fitting each time you change your oil. Don't over do it or you can pop the grease boot like a zit. Then you would need to replace the rod end.
The factory tie rods were all factory lubed and did not have grease fittings (I believe). That looks like an aftermarket tie rod end.

From the looks of it, it is pretty dry too.. That boot is all mushed up. Hopefully it is ok though.
A little grease oozing out from between the boot and the metal isn't a problem, just lets you know it is full. It shouldn't come out through the rubber side unless the rubber is bad.
If the rubber is cracked, but the joint itself is OK, you can get new tie rod end boots at autozone for a couple bucks.
